會議主旨：
網路傳輸技術進步所帶來的改變，不僅僅在於各種新資訊服務的提供而已，同時讓資訊融入社會的層面更為廣泛且深入，數位匯流時代的到來打破了原本因應各種不同傳輸技術所造成的先天性圍牆，無線寬頻服務與手機電信業者所提供的多元服務內容，不單只擴大了人類生活中各種資訊應用的範疇，更從根本的角度上改變了社會生活的面貌。RFID技術的應用讓消費者在挑選商家時得以接收到更多相關資訊、GPRS的技術讓出外遊玩的旅客不再需要擔心迷路的問題、Wimax與3.5G電信服務讓人可以在隨時隨地編寫自己的網誌、與朋友透過即時通訊軟體互動彼此分享情感，已經有越來越多生活中的行為難以和網路進行切割。

網路的影響不再受限於傳統上必須存在有形實體線路的形態，開始以隱藏在無形之中的無線網路提供服務，人類社會生活在不知不覺中更為貼近網路，網路服務無所不在的環境下資訊社會的腳步已然加速成長。本研討會將全面性的探討資訊社會從有形線路提供服務的情形，轉變為以無形線路提供服務狀況的浮現，針對出現在政府面、產業面和社會面上產生種種文化和社會相關議題進行討論。

主講人：印第安納大學布魯明頓校區電訊傳播系Erik Bucy教授
演講主題：【The Hidden Dimension of Network Power】
Discussions about political power have pointed to a hidden dimension of power that structures the environment through nondecisions, or situations where control arises as the result of the exploitation of certain types of activities and the suppression of others (e.g., Bachrach & Baratz, 1962) In this talk I use the notion of “hidden power” as a metaphor to explain how control operates in networked environments, focusing on the role of ICT complexities and user capacities. A key to assessing the effects of network power is to understand its operation at different levels of meaning and analysis.
