This paper illustrates the notion of multiculturalism, and points out that the multiculturalist perspective demonstrates a third turn toward a positive construction of democracy in the development of critical communication studies.
From the multicultural perspective, this paper tries to revision the functions, goals, and directions of policy studies of mass communications. The established mass communication apparatuses have been criticized as reproducing stereotypes and ignoring the needs of minorities. The paper argues that the mass media have served the needs of monitoring, education, interpretation, and pleasure of the dominant groups of the society rather than the minority groups. Therefore it is claimed that we need to set up multicultural policies and redefine the role of mass communication.
