This paper explores the theories and contexts of the foreign investment regulations of broadcasting industries. Since the cultural industries are not exempted from the General Agreement Trade of Services (GATS), our broadcasting law is to face the challenge of internationalization, globalization and liberalization. The researchers also point out that while we deregulate those investment rules, the local broadcasting industries should be free to develop and implement their own cultural policy. By focusing on analyzing twenty-seven countries ’ regulations on foreign investment regulations of broadcasting industries, this study attempts to come up with some working suggestions for revising the current broadcasting regulations in Taiwan.
