To develop a Free Trade Agreement（FTA） with the United States on the basis of Taiwan－U.S. Trade and Investment Framework Agreement（TIFA）is the policy of Taiwan authority. Given that the FTA is a bilateral agreement acknowledged by the General Agreement in Trade of Services（GATs） under WTO, and that the audiovisual services are taken to be involved with public order, public moral, nation security, and cultural diversity in a country, it would be pragmatic to think about what status Taiwan should take in trade negotiations concerned with that sector, especially when it’s in a global recession. For the goods of Taiwan, the author suggests a good start to have a better trade negotiation strategy would be from a thorough understanding about the FTAs which the U.S. signed. Besides, the author also indicates that reflections on the trade negotiations policy Taiwan in this sector has taken would also help to maximum the benefis of Taiwan on this topic.
