台灣公廣媒體以公共服務為自詡。自公視成立以來，因經費不足而影響整體節目產製與服務之問題，一直備受重視與討論。
本研究將探討台灣公共媒體經費來源與運作制度之問題，並針對我國公廣集團經費不足與法源不明等情況，針對《公共電視法》與《無線電視事業公股處理條例》提出相關法規修繕之參考方向，不僅殷盼有關單位參酌，並希冀刺激在公廣集團之公共傳播實踐與經費法源層面上能有更進一步的對話。

Taiwan Broadcasting System (TBS) is proud of its public spirit, but the lack of budget has always been a problem that decreases efficiency of its program production and public service since the TBS was founded. Although the budget issue has been paid great attention by the people, the problem remains unsolved.
This study will discusses the issue about the law system of TBS budget, especially focusing on Act of Public Television Service and Act of Disposal of Public Stocks of Terrestrial Television, and bring up some solutions toward the situations of TBS’ lack of budget and the indefinite laws, hoping to arouse more attention and increase the conversations among the society.
