Re-exploring The Idea Of Self-Regulation Of Media: Exam The Validity Of Self-Regulation With Luhmann’s Social-System Theory
Under the background that market, takes the place of government, becoming the invisible hand that manipulates the media, the sensationalizing of the media content becomes the main problem of our society. Trying to solve this problem, there are many essays focus on the debate of liberalism and social-responsibility of the role of media,and suggest that “self-regulation” can be the solution. However, years passes,self-regulation seems failed to solve this problem. By introducing Luhmann’s social-system-theory, this essay questions the validity of self-regulation. This essay claims that the discourse of self-regulation that based on ethical logic has its difficulty to apply on media. Because the media in Taiwan have its duality of role, it is private goods and at the same time carries the responsibility to make the world better. The duality also creates the contradiction of its logic of working. Under the structure of the media environment in Taiwan, this contradiction cannot be solved with a discourse that focuses only on one side, such as ethical self-regulation. The logic of economy must be brought in, too. So that we might find a doable way that can change the existing media problem.
