In the last decade, the Internet’s potential in promoting social movements has attracted much public and academic attention. Not a few of Taiwan’s environmental protection organizations have recognized this potential and have sought to use Internet resources to help activate environmental movements. However, in reality the results have fallen far short of the expectations of these organizations and the suppositions of academics. This research seeks to clarify the challenges of applying the Internet in activating social movements by examining the experience of Taiwan’s eight national environmental protection organizations. The research concludes that the Internet-related challenges faced by these environmental organizations are not only because they lack manpower and resources, but also due to the highly competitive environment and unique culture of the Internet itself.
