為落實社區民眾「媒體近用權」(media acess),而立法規範設立的「公用頻道」(Public Access Channel),被視為有線電視系統業者申請營運執照的條件之一。但20年來,公用頻道處於「要人沒人、要錢沒錢、要內容沒內容」的「三沒有」營運困境。本研究以賦權(empowerment)理論為基礎,從中探究積極作為之系統經營業者的經營策略,和頻道近用者的行為經驗和使用態度,從而檢視「媒體近用權」在台灣公用頻道的實踐性。研究發現,民主的實踐離不開公共參與。只有當民眾積極、主動參與社區媒體,實踐自我賦權,才有可能改變自己、改變社區。同時,系統經營業者也要積極落實、推廣相關公用概念,協助民眾近用媒體,實踐傳播賦權,才能提升「媒體近用權」及言論自由的規範層次。未來建議公用頻道可朝「社會企業」方向努力。
The government established Public Access Channel to make community citizen available to media accesses, which is regarded as one of the necessities of cable television to apply for business license. However, during the past 20 years, Public Access Channels are facing the difficulties lacking of talented employees, This research is based on the theory of Empowerment, then discuss about the active doings of channel owner business strategies as well as the experience and attitude of the users, to know about the media access accomplishments of Taiwanese public access channels. The research founds out that democracy accomplishment has a lot of things to do with public participation. The only way of changing citizens itself and community is to voluntarily participate in community media and accomplish self-empowerment. Also, the channel owners have to actually work on and promote the related concept of public; make citizens accessible to media; accomplish empowerment of communication, to make the rules of media access and freedom of speech more completed. It is suggested that Public Access Channels should regard themselves as social enterprise in future.
