This study explores the relationships of online communication behavior, online political attitudes and
online/offline political citizen participation behavior, and whether online political citizen participation will
affect offline political citizen participation. This research uses the fourth national survey of the first phase
of the 2015 Taiwan Communication Survey Database of the Ministry of Science and Technology. By the
cluster sampling method, the sample number of network users is 1470. The study found that both online
discussion frequency and discussion heterogeneity have mediating effects, and there is a significant positive
impact of political citizen participation from online to offline. Besides, age, online discussion frequency,
and discussion heterogeneity are significant influence variables for online/offline political citizen
participation. The online discussion frequency has a greater impact on online political citizen participation,
while online political citizen participation has a greater impact on offline political citizen participation.
