媒體近用權作為基本人權是聯合國推動傳播權的共識,也早在美國憲法第一修正案中明訂,但長期以來台灣新聞傳播學術界除早年曾關注報紙讀者投書,以及有線廣播電視法明訂有線電視系統需設置的公用頻道等媒體近用議題外,很少見有關媒體近用權在地實踐的實務研究。其次隨著媒體科技的日新月異,民眾的媒體近用權已經呈現多種面貌,甚至早年甚受重視的報紙讀者投書已經不再是被民眾重視及最常利用來近用媒體的方法,再加上網際網路與媒體平台多元化等發展的推波助瀾,近用媒體這件事似已經成為民眾日常生活的習慣,但同樣是媒體近用的概念,跟過去幾十年前相比,應該早已不可同日而語,因此本研究將透過電話調查瞭解民眾實踐媒體近用權的經驗,希望透過媒體近用權的在地實踐與轉型的學術研究,有助理解媒體近用實踐的傳統與創新。
The right of access to the media derives from the freedom of speech and has been treated as a basic human right in most democratic countries. In order to explore the local practice of media access right in Taiwan, as well as to depict its transformation due to evolutions of communications technologies, this study began
with examining current situations of various mechanisms for people to access to the media in Taiwan. Then the study conducted a telephone survey to investigate domestic practices on media access rights, focusing on categorizing people’s types of access to media, their comments on media access experiences and willingness of accessing media, etc.
