含瘦肉精肉品進口之議題的討論,從馬政府時期針對開放美國牛肉,至蔡政府時期美國豬肉開放進口等,橫跨藍綠執政兩重要時期,在國內皆產生不同角度之公共討論。本研究欲了解新聞媒體如何報導此高風險之食安議題,以及單一媒體在兩個不同政黨執政時期,對同一議題的消息來源採用及報導框架是否有所差異。本研究透過內容分析檢視2011年至2021年這近十年間《聯合報》針對相關議題之報導與評論共1181則,發現媒體在進行客觀報導時,會優先採取政府人員作為其消息來源,且《聯合報》較傾向以國民黨籍人士作為消息來源。「經濟利益」、「國內政治」與「因應措施」為《聯合報》這十年間最主要的框架,然而正負面論述的差異,卻會隨著執政黨色彩更迭而轉變。
The issue of whether to open up the import of clenbuterol-containing meat spans the two important periods of the KMT-DPP administration, from the Opening up of American beef during The Ma administration to the opening of American pork imports during The Tsai administration has generated public discussions from different angles in Taiwan. Therefore, this study examines a total of 2617 reports published by Untidily News Group (UDNG) on related issues in the past decade from 2011 to 2021, in order to understand how the news media reports on this high-risk food safety issue, and whether the single media has different reporting frameworks on the same issue during the two different political parties. We found that while news media writes the objective news, government officials have been adopted as their priority news source and UDNG prefers to put KMT-related officials first. As for the more subjective comments, they prefer media people as a priority source. In addition, the relevance between the news sources selected by the news media and the media construction framework such as economic benefits, domestic politics, and coping measures frame, is also the focus of this study. It shows that the framework alternates along with two periods administrated by different parties and accordingly emerges the discourse between the positive and negative sides on the issue of importing clenbuterol-containing meat. Our study explored a variety of theses and performed data analyses. Providing persuasive data and identifying significant discrepancies among materials used then enabled the uncovering of the structure of the media frame.
