The main purpose of this study is to explore the shortcomings of the regulations related to drones in today's disaster TV news and try to make suggestions for improvement. Through Ihde’s (1990) phenomenology of technology point of view, understand how drone form a cognitive extension relationship with users, and how civil aviation laws and regulation join the relationship between human and tools. This article uses the method of in-depth interviews to transform the actual experience of eight photojournalists who used to operate drone at disaster news sites into research data. Cognition is integrated, and if regulations cannot be established as one with people and technological objects, it will cause difficulties for users to comply.
