The debate on NWICO has been largely polarized between peripheral empowerment and cyber colonialism in the Internet context. The former argues that the Internet will empower the peripheries and create a totally new world, whereas the latter insists that the Internet will maintain the existing global media system or further enhance the Western domination of news and information flows. Less developed countries (LDCs) should take advantage of the peripheral empowerment ability of the Internet to develop themselves and fight for a new communication order. Only in this way, can LDCs break up the paradigm of Western domination and create a more democratic global civil society.
