The paper attempts to explore the change of system and culture of Chinese television in the context of economic and cultural globalization. The focus is to understand that the change of television system must suit to the rigidity and elastic limit of Chinese political structure in force. In China the development of television network and internet has broken through the old structure in administration and economic profit distribution. The state-operated television system has been changing the new business in the commodity economy. The change stimulates the create power of employees in television system and the contradiction in public interests and commercial profits, flower and mass taste. It is impossible to build the national and commercial television systems in coexist and fair compete as the western countries. But Chinese television system will develop the state-capitalist system that monopolize the national television media and control the national ideological production and management, on the other hand to construct the cultural barrier to keep away the western impact from global television.
