The Constitution of "Taiwan": Taking the strategy of propaganda and discourse of the propaganda committee of Taiwan provincial administrative executive office
This paper treats of the discourse of the propaganda committee of Taiwan provincial administrative executive office which can be viewed as the propaganda organization in special era. The main purpose is to discover the way it expounds Taiwan in order to let "motherland" people recognize of it and what ’s its strategy of propaganda?
This research found the committee put much emphasis of strategy of propaganda on the following three dimensions: 1. the prohibition from using Japanese and to ban the "poisonous" Japanese books, 2.the operation on the approbation system of news magazine, 3. setting up the publicist of political command. According to the will of the administrative officer Chen Yi, the committee "educated" Taiwanese people through the control of books publishing, movies, news broadcasting and the propaganda of political command which, on the one hand, to attack the filthiness of Japanese culture and to propagate the goodness of the culture of motherland on the other hand.
On the dimension of the constitution of Taiwan, due to the thought of the enslaving of Taiwanese people held by Chen-yi, the re-education and re-propaganda toward Taiwan people are necessary. Besides, in virtue of the language gap, Taiwanese people are ridiculed by the "outside of province" people from time to time. The result of the over-emphasis on the abusive of Japan was the ignorance of the opinions of Taiwanese people. Those would with no doubt cause the enmity between the "native province" and "outside of province" people.
