Focusing on the first time of 1998 ’s Taipei City Mayoral Candidate ’s Televised Debates (24 December, 1998), This paper uses Stephen Toulmin ’s layout of substantial argument and Wayne Brockriede and Douglas Ehninger ’s research in 1963 describing three types of warrants commonly found in public argument to provide a new academic viewpoint for people to study on Candidate ’s Televised Debates, especially to explain why a given message was persuasive (or failed to persuade) on policy, candidate personal qualities and capabilities, and Taiwan Independence Issue.
