台灣有線電視系統營運結構轉型之研究

綜觀近十年來有線電視傳播科技的發展,非對稱數位收視戶線路(ADSL,Asymmetrical Digital Subscriber Lines)、數位壓縮技術(Digital Compression)、網路服務供應(ISP,Internet Service Provider)、寬頻數位傳輸服務(ISDB,Integrated Services Digital Broadcasting)以及互動電視(Interactive TV)等等,皆為有線電視科技的熱門話題。唯上述有線電視傳播科技之發展,與台灣地區電視媒體整合的展望,仍應有政策性、規劃性及先後的考量,以免盲目追求,造成經濟投資之浪費,對整體國內電視產業之發展而言無積極助益。本論文之動機,乃期望深入評估有線電視各類傳播科技之發展與運用,及其對有線電視媒介之市場衝擊與企業經營管理理念的影響,做為往後有線電視產業提昇與企業轉型之參考。
Generally speaking, in recent ten years, the development of cable TV ’s communication technology includes ADSL, Digital Compression, ISP, ISDB and Interactive TV, etc. They are all popular issues of cable TV technology. But, beside the development of cable TV communication technology, and future development of Taiwan ’s TV media integration that we mentioned above, we still should consider about their blind policy, arrangement and time to keep from pursuit that will cause the waste of economy investigation. The waste has no positive help for the development of whole local TV industry in Taiwan. The motivation of this paper are to deeply evaluate cable TV ’s system operator every kind communication technology, market ’s impulse and the influence of industry manages ’ concept. They can be regarded as references of cable TV ’s industry promotion and transformation.
According to the analysis above, this paper dill deeply discusses manages ’ structure local cable TV system from dimensions of policy, law and market. It consist the three following and the integration of aspects:
1. Discuss about the development trend of cable TV and related electronic. 2. Analyze local cable TV ’s manage policy and measures, and theirs marketing strategy. 3. Bring out the policy for cable TV company ’s owners to face the market and technology change, so as to adapt their industry ’s structure.
