Documentaries have been popular in Taiwan recently. With events from the real world as their materials, documentaries are able to speak for people. This study discusses how documentaries serve as a vehicle for social movements and how they can educate the public; how they arouse the consciousness; how documentaries can evoke consensus mobilization. This study has the documentary How are you doing, Gongliao? as an example to discuss how the documentary forms its storytelling frame and retell the Nuclear Power Plant#4 case. Besides, there is also discussion, based on focus groups, and see if the frame can change the positions the audience take towards the issue. The study shows at the end that documentaries with “local voices” and “social injustice” as the writing strategies, helping to enhance the audience’s willingness to stand up for a no nuclear homeland and to carry out the ideas with actions.
