軍公教18%優存改革方案？謀略乎？：一個遊戲框架的觀點
Uncover the coverage of the retirement pension reform program— how is the issue framed by “Game Framing”

本文以軍公教18%優惠利率改革方案為研究議題，旨在探討從三合一選舉之前至優存方案正式施行為止，中時、自由、聯合三大報在新聞報導上遊戲框架與議題框架的運用情形為何。經由內容分析法的研究顯示，各報在報導立場、報導框架上均呈現明顯區隔；不同立場、不同性質的消息來源也偏好不同類型的框架運用。同時，選前、選後各報對於報導框架的選擇亦具有顯著的差異。遊戲框架的濫用使得本屬於公眾的議題簡化為政治人物的競爭，反而忽視了對於實質面向應有的探究。

Having the retirement pension reform program as the target issue, this article explores the application of different "frames" used by the journalists: the "game frame", which frames the issue in terms of winning or losing as the central concern, and the "issue frame", which emphasizes problems that matter to citizens and the proposed solutions to those problems. The result of content analysis shows that newspapers with different standpoints have their own framing preferences. Besides, sources of opposite grounds and of different natures tend to use particular frame. The result also shows that the issue received much more game framed coverage in the pre-election period than in the post-election period.
