初探台灣傳播研究中「公共電視」的流變
The primary inquiry on the changing of PTS ’s meaning in Taiwan ’s communication research

在台灣，「公共電視」與「政府電視」往往被等而視之，這對於以無線電視公共化為訴求的媒體改革運動，產生了阻礙；而類似的思維是否也存在於傳播學門當中？本文藉由傳播思想史的取徑，探討台灣的傳播學門如何定位「公共電視」，並據以提出分析與政策。本文發現：台灣廣電媒體的發展，「國家」佔據相當關鍵的角色，這在「公共電視」的建台過程中尤其明顯，而這也影響了傳播學術社群關於「公共電視」的反省與立論；此外，國家的角色也隨著歷史條件的分歧，在學術立論中擁有不同的位置；並在90年代，成為媒體改革運動，訴求廣電媒體做為「公共領域」的主要對象。

In Taiwan, we always regard PTS as the government TV, and this situation hinders media reform movement whose idea is to transform two terrestrial government TV stations into public service stations.
The essay intends to deal with the confusion. In addition, from the aspect of a history of the communication thought, the essay interprets how to define PTS by communication research in Taiwan, and according to the way of interpretretation, it proposes analysis and policy.
We argue that because of factor of history, the "state" plays an crucial role in the development of PTS in Taiwan, and also influence the discourse and policy of Taiwanese media academics. Moreover, as the difference of the history context, the role of a state is arranged different position by media academics and become the key of the media reform movement whose idea is ’public sphere ’ in the 1990s.
