Keep along with the coming of digital times, more and more different digital media services are developed. DVB-H, utilizing the messages of digital broadcasting to achieve the goal of watching TV by way of mobile phone, is one of new media services ’ examples. In this new industrial chain, it needs the cooperation and participation of every related industry, including the advantage of broadcaster with content and platform and the superiority of mobile telecommunication with service and interactive network. If the advantage of broadcaster can integrate with the superiority of mobile telecommunication, the industrial chain of DVB-H could complete. The research would like to discuss how the industrial chains of DVB-H form and what kind of core resource broadcaster own in this DVB-H chain. It is found that most broadcasters ’ core resources are their original characteristics, such as broadcast network infrastructure and the ownership of spectrum license. Moreover, in order to join into this emerging industry successfully, broadcasters should continue to develop the core resource of personal ability and organizational capability.
